(Castellano) Morales Promulga Ley que Garantiza Producción de Alimentos y Prohíbe Importación de Transgénicos

El presidente de Bolivia, Evo Morales, promulgó este domingo [26 Jun 2011] la ley de Revolución Productiva, Comunitaria y Agropecuaria con la que se garantizará la producción de alimentos en el país y que prohibíbe la importación de transgénicos.

El mandatario boliviano decretó la norma durante un acto masivo efectuado en el departamento de La Paz (oeste), al que asistieron representantes de las organizaciones sociales e indígenas del país.

”Desde mañana empiecen el reglamento de esta Ley para poner en práctica esta Ley. El seguro campesino, por ejemplo primera vez tendremos seguro que tanto soñamos; primera vez en este Gobierno hay créditos sin interés; primera vez estamos garantizando créditos para la quinua (cereal)”, dijo Morales.

También aclaró que “la Ley no fomenta ni promueve el uso de transgénicos, por el contrario impulsa el desarrollo biotecnológico a través de nuestro patrimonio genético y del desarrollo de los recursos genéticos de los pueblos indígenas”.

Asimismo, el jefe de Estado calificó la normativa como un hecho histórico y una obligación moral con los pueblos indígenas y campesinos.

Por su parte, el viceministro de Desarrollo Rural, Víctor Hugo Vásquez,  explicó que con esta norma  ”por primera vez se elabora de abajo hacia arriba y se acuerda con las organizaciones sociales, como las mujeres Bartolina Sisa, la Conamaq (Consejo Nacional de Ayllus y Markas del Qullasuyu), la Csutcb (Confederación Sindical Única de Trabajadores Campesinos de Bolivia), y los Órganos Legislativo y Ejecutivo”.

“El único objetivo de esta Ley es garantizar alimentación a los bolivianos. No puede faltar comida ni hoy ni mañana a ningún boliviano”,  añadió.

La nueva norma había sido aprobada unos días atrás por la Cámara Alta del Parlamento boliviano y según explica Vásquez es inclusiva porque considera  al pequeño, mediano y grande productor sin distinción.
