Welds on Reactor Pressure Vessel

Greetings! We, the People’s Movement Against Nuclear Energy-PMANE, would like to request the following information under RTI (Right to Information Act) please:
Regarding the welds on Reactor Pressure Vessel-RPV being erected at the Koodankulam Nuclear Power Project (KKNPP), the Bulletin of AERB records that “The original design of RPV did not contemplate welds in the core region. However, the vessel now used has two welds in the core region. The effect of lifetime neutron fluence on these welds was evaluated and found to be acceptable.”
Could you please let me know who decided to change the RPV at KKNPP, when it was decided to change it, how was the decision made, and a copy of the evaluation report by which AERB “found to be acceptable”, the “effect of lifetime neutron fluence on these welds.”
Since this is a very serious matter, I believe that AERB must have this information and would be willing to share the info with the public as it has to do with the people’s safety and wellbeing.
I am enclosing an IPO for Rs. 10 as the required RTI fee.
