Planetary Condominium: The Legal Framework for the Common Home of Humanity

Inspired by the thoughts of Garrett Hardin and Elinor Ostrom the submission proposes to legally recognize the Earth System as Natural Intangible Common Heritage of Humankind and scale-up the legal model of condominiums to the global level: A condominium is an object with a unitary structure and common functional systems, with private rights for determined fractions and, simultaneously, common ownership and governance for common structures and functions. Different legal regimes would be able to coexist. A revived UN Trusteeship Council would be the guardian of the new heritage and others global commons, as well as for addressing global catastrophic risks using the planetary boundaries framework as a guidance system.

The Emergence of Global Institutions for the 21st Century

AI-Supported Global Governance through Bottom-Up Deliberation

Introducing new technologies and institutions in order to decentralize global governance to participatory and deliberative models. Recognizing the limitations of nation-states in creating solutions to adequately govern global commons, which are often perceived as counter-productive to national interests, this proposal suggests combining a blockchain based global identity system with an AI-based collaboration platform to fuel citizen collaboration and ideation around policies and budget suggestions, as the entry point for decentralized citizen participation in governance.

A Truly Global Partnership – Helping the UN to Do Itself Out of a Job

The model proposed brings businesses, NGOs and young people into UN governance structures. Concurrently, the UN would transfer its development-related tasks to these stakeholders, who would bid competitively for contracts. As a result, the UN could redirect its limited resources to crucial tasks such as conflict resolution, which cannot be easily performed by others.
